Based on the prediction of the  SNIR, a reception probability is determined. The Rayleigh distribution is used and depending on the SNIR (in relation to the min. required SNIR defined for the MCS/service) the probability is determined to be above the the min. required SNIR target.

This map is determined individually for each MCS or service. The capabilities of the mobile stations (defined for this MCS or service) are therefore additionally considered (i.e. max. available Tx power in the mobile station, MS antenna gain, fast fading margin,...).
