Prediction of the SNIR (in downlink)

For each mobile station the
SNIR (in downlink) is determined (for the serving cell).
SNIR is based on cochannel interference and thermal noise in relation
to the received power from the serving cell.
This map is determined individually for each MCS or service. The capabilities
of the mobile stations (defined for this MCS or service) are therefore additionally
considered (i.e. max. available Tx power in the mobile station, MS antenna
gain,...).
If the max. SNIR is below a target (defined for each MCS or service individually
by the user), the pixel is not assigned to a cell.
